web2py application are higher level. Like php scripts in www directory. They are edtable. They are apps within web2py. They are isolated and independent. They sometimes contain sqlite data inside. web2py is about user-developers. So in some way applications are "user data". Applying default security policy to such project is a nonsene IMHO.
My opinion is the application folder should go to the home folder of the user which runs web2py.
