Cruft has certainly accumulated, but Bold Rewriters tend to underestimate how much relies on current quirks in both gameplay and code. If people are really enthusiastic, I would suggest they fork Wesnoth and try to make a new game. Then you won't be hampered by implementation details or expectations of compatibility. Use/translate the same data files, replace WML with python, and try to implement HttT. That should be enough to show code quality and speed. You might just create something that is a joy to hack on!
