Reasonable suggestion... though I suspect many users would have the 
consternation you mention, when we alter a control setting they thought 
they had control over.

As for your last question: I don't have a reference link handy, but Leif 
(SM5BSZ) has shown that most "24-bit" soundcards only provide about 18 
bits of real data.  The remaining 6 bits or so are random noise.

Of course we want to provide the best available advice to users; but I 
think people are spending far too much time worrying about what is in 
most cases a non-issue.  As general statement, setting the audio level 
is simply not very critical.
