I don't think it's actually random -- it has something to do with stuff it finds in the mail header -- if someone sends you an HTML-format email the reply will be 'Rich formatting' because it will try to preserve the formatting in the quoted message. But if you're reading a plain text message and reply to it, it will use whatever formatting was in effect the last time you sent a message.
It's a corollary to Arthur C Clarke's statement that any sufficiently advanced technology is indistinguishable from magic. Any sufficiently ridiculous behavior of a computer program is indistinguishable from insanity.
