If we made this process-exception so that it was specific to new
user-group creations, I think it's great.
( we want to encourage user groups to start, and a more streamlined
process just for them sounds about right )

Other non-user group projects I think should still have a more rigorous
process in order to form an official project. There may be advocacy
projects we'd want to prevent from starting (hypothetical example, "The
OpenSolaris 'Linux Sux' Advocacy project")
