It looks like you have a workaround, but just a few more questions.
1. Are you able to load the mapping file in the AR Import tool?
2. There are a number of import logs that get generated when you run the DMT
import process.  Do these logs have any clue as to where/why its failing?

Ya, I even went so far as to take the latest download and put it in every
place it was installed.
 
The convert to csv works, so I'm using ARImport to load the CSV's into the
appropriate xxx:LOADform staging form, and then the validate is working.
 
There seems to be something haywire with this piece, but it looks like a
workaround exists.

        After you installed Admin 7.1 p6 did you verify the arimportcmd
path in the data management tool to make sure it is pointed to the right
place?

This may be a dumb question, but how do I locate that document?  I tried
searching for SW00276159 in KB, but no results.

I downloaded and installed Admin 7.1 p6 and the arimportcmd.exe and it's
still not working.  I restarted ARS, clients, etc.

I'll have to open an issue I suspect...

Mark, I JUST ran into the same issue.   For me the cause turned out to
be the Admin tool (actually, the arimportcmd.exe that is bundled with
it).   I was advised to patch my Admin tool to 7.1 patch 1 or higher.
I installed patch 4 and the imports worked after that.  

The problem is not with the DM tool, it is a defect with the import
tool.

Error occurs when trying to Import CSV Files.  The convert worked.
