Could you just have the escalation push the Manager Name and then run a filter on People to look up the corresponding Manager Login ID in the People form? I am not extremely familiar with ITSM just yet but if you set the execution order correctly I think that should work (assuming of course that the manager has a People record). You just need to figure out what filter is throwing the error and have this new filter execute before that.
