Radio waves do not respect City limits.
Someone has to pay for the network.
It is currently privately owned.
If it were subsidized by the means suggested, perhaps login/password
info could be given upon request to city residents ?
Or the organizations could purchase it, or set up their own network.
A completely free system is very idealistic. Any examples of one?
