But you are right about AP. It is a Gay friendly city. Some people 
want to market it as a gay town. That marketing - may have worked, is 
working or has the potential to work. 

It's like marketing an "adult community" vs "empty nesters" or "gay 
friendly". The overall effect is to show to the community (tax 
payers) that this type of housing has no impact on the schools, yet 
will increase tax collections on new development.

That's the whole concept behind "Redevelopment" to increase monies 
coming into a muni - for the good of the entire community. 

Property taxes = increases in rent on land you own.
 So all property owners are tenants. Like OG was / is.
