1. Let People Pay for parking.
a) they pay for food.
b) they pay for drinks.
c) they tip
d) they have a good time
e) they feel safe, or they wouldn't come
f) they feel they have value for their money

2. The Merchants (or MM) can have staff members staioned at the 
meters, offering "free parking" cards or sticking money in the meters 
OR the merchants can "validate" your parking receipt - in effect 
giving you a refund on your parking fee for one hour or two hours or 
three....SPLURGE for $1 or $2 so your customer can spend $10 or $100 
or more....

IF THE CITY can't tax, can't charge to PARK to USE the city's 
property (boardwalk, beach and roads, sanitation on public property, 
lights and most importantly in the summer the SAND) then might as 
well file for bankruptcy today.

This is the FIRST TIME since who the f knows when the CITY has a 
chance to actually earn some revenues they have yet another GUN 
pointed at their heads and are takin gthe barrel in their mouths.

Start charging for parking and make it $1.00 an hour. In the peak 
summer make to $2 hour. Free parking west of kinglsey.
