People in my locality in Jaipur have even got the security guards -6 of them - mostly middle class folks and iron gates to be locked at night and entry through a guard who notes everything. Their tap taopping with sticks keeps people awake at night.
 
Everyone is expected to pay up Rs200 per month, which we middle class people, who have no young women in the house or jewllery or cars - find very annoying. Ofocurse girls find it very safe to walk at night, within the iron gates.
 
Garbage etc is also taken care of. Those who want to politically connected  or have young daughters and big bank balance have taken a lead in this regard.

As I am unaware of this good thing going on in Guwahati and as Mridul B. resides in Delhi, I thought he was talking about Delhi.

BTW, years ago in our neighborhood in Guwahati, my mother collected Rs.20/ from our 'para' to pay the janitor to pick up the 'gela' from the drains going through the neighborhood, and after a few months she gave up, after hearing this from one of the "educated"  neighbors:

"Apnar tu sintai naai, apni dibo loga bhaag-tu iyaar poisa-diyei hoi jaai".
