*** How about a good programmer? Is he already under commitment to the powers that be and thus unavailable? Or is it that the program in place is already at the cutting edge, and thus no meaningful improvement is foreseeable?

Also WHO is deciding the QUALITY of the programmer, and determining it is bad, or will be bad? Does this judge have a record to wave as a reliable judge, either from past record or from demonstrated expertise?
