It may also depend on who your calling. As unbelievable as it may
sound, their is no guarantee that name & number display will traverse
different networks.

For example, Bell (West) to Rogers cell phone does not work and there
are many other examples.

My understanding is that in the PSTN world there are no standards for
name display which is the root cause of the problem. On the other
hand, number display seems to work reliably.
