I don't think this is strictly true, in Qld at least - "If you are under 25 you will need to record at least 100 hours of supervised driving ". Driving with a professional instructor counts for triple for the first ten hours.
L2 requires 100 hours of /Command/ time, and power time only counts for 10%. There is no age-related exemption. I'm happy to be corrected, I didn't get my license under the current system.
