I've been having a similar problem on my Romulus

I went through the whole rigamarole.

Removed and the cranks, tightened the BB, tightened the chainring  
bolts, re-installed the cranks.
Still it clicked.

More through whimsy than rational trouble shooting, I even installed  
a spare wheel.
Still it clicked.

Finally, last night I installed a different pedal.
NO Clicks!

The pedals are Shimano PD-A520's and I think the clicking is from the  
SPD adjuster mechanisim.
I hope to figure that out today.
