Soglin has been openly talking this way for decades. I remember similar comments being made at a council meeting over which he presided back in the late 90's, in this case in reference to fair weather cycling on Monroe street during commute hours. Basically, his stated view is that bicyclists should stay out of the way of motorists. How he reconciles that view with the claim that he supports the use of bicycles for transportation is an enduring mystery.
