My (very brief) experience as a Moderator at SETI confirms this. I found it impossible to maintain any consistency of approach, historical wisdom, or even a simple 'to do' list of current activity when all communication was conducted by email. I still have 3,206 unread emails in my 'SETI moderation' folder - and I was only a mod for three months the year before last, and active (reading all emails) for about half that. The CPDN model is particularly good.
