First step that should be made is to define the simple, user-level term and to unify them. This will make everybody's life easier (including us, translators of free software). The organisation and licenses names should have only one official translation in Arabic. I cannot understand how it is jurisdiction-dependent. It's not a problem (for me as a user of CC license) if you chose some unified 'top-level' terms for all Arabic licenses even if 'legal codes' have different terms. But seriously, would it matter if the Saudi CC-BY license name is 'المشاع المبدع نسب المصنف إلى مؤلفه' when there is no 'نسب المصنف' or 'المؤلف' in Saudi law? Not for me, not for most CC users. Please take the usability in consideration. That's simply what is so cool about the original (and hopefully, the Arabic) Creative Commons. And as rms says "don't make it too lawyery"!
