That's a pretty old document that covers old hardware platforms. I'd refer you
to the doc cd 12.4T ios. I've included an excerpt.

Configuring Class-Based Weighted Fair Queueing Example

class-map voice
match ip dscp ef
policy-map llq
class voice
priority 32
policy-map shape-policy-map
class class-default
shape average 64000
shape adaptive 32000
service-policy llq
map-class frame-relay shape-map-class
 service-policy output shape-policy-map
interface serial 0/0
encapsulation frame-relay
interface serial 0/0.1 point-to-point

Cisco 7500 Series
Cisco 7200, 2600/3600 Series, and Other Platforms
Main Interface Configure a service policy on the main interface Supported only
if Frame Relay TS is not enabled and the queueing mechanisms
apply to a single interface pipe.
Subinterface Configure a servicepolicy on the subinterface. Configure a service
policy within a Frame Relay map-class and enable per-VC
queueing with the frame-relay traffic-shaping command. You can apply the
map-class to the subinterface.
VC Level Configure a service-policy within a Frame Relay map-class and enable
per-VC
queueing with the frame-relay traffic-shaping command. You can apply the
map-class to the VC.

w.r.t  VC Level .. it does requires FRTS  . check the link in previous mail.

i guess ONLY under main interface we can apply CBWFQ . But not on a PVC or a
sub-interface.

thanks

I believe you may be mistaken. I don't believe there is any requirement to
configure FRTS on the interface to use CBWFQ under a map-class.
