The one I linked to was even worse than that. All it takes is a couple people to complain about your dog in any way and they can be impounded. And this is something that has already been passed! I personally though have never had any issues with my dogs activity levels after neutering. I do many canine sports, and have one of the fastest dogs in the country (well, in his prime he was). Most people that compete in canine sports neuter their dogs even though these are timed events where speed and energy is everything. The dogs are, however, much calmer and easier to live with around the house, and much less likely to mark. There's a little clip of Taz in action here.
