Virginia does, it's the only reason that you need a permit to carry. Other wise you can walk into a store and be out in 20 minutes with a Glock.
No training, no safety education, only a cursory background check. Tech is a no carry campus, it needs to stay that way. I'm not sure if VA has conceal-n-carry, or if VT allows them, but if not they should.
