Where the comet hits, yes.

But there is a larger area not directly but rather indirectly affected 
by the impact where having some survival tools would be helpful.

Then there is the larger still area not immediately affected, but will 
be affected by the secondary effects of the impact where survival tools 
will also be helpful.

So if you are underneath the impact zone, have one hell of a party.  If 
you are outside this zone, some preparation for afterwards may be 
worthwhile.
