Interestingly though, if you only made a change with "payer" you could
argue you'd get more choice.

That is, right now it's typically:

you -> employer -> plan

If gov't was the payer then it'd be:

you -> plan

In fact you could argue that if the gov't made some base benefits to
all americans thing then you'd get the best of all worlds because you
could:

1.) go with the gov't el cheapo plan (maybe locked down prov network, et al)

2.) buy your own "USACare Advantage" plan which would be gov't
benefits+  and administered privately.

3.) Or an employer plan which would be USACare+ as well as something
better than 2nd option.

that could create TONS of options
