That is certainly a valid point, and worth considering depending on the
keywords being targeted and the goals (as you mentioned) of the site owner.
If you're already dominating a particular set of keywords with the main
site, then running the blog as part of the site may not be helpful since the
site already ranks well and doesn't need the help.  Putting it on its own
domain in that case could have other benefits such as this.
