I know in my county, to register, you just have to show a utility bill to prove that you live in the county and since the bill also has your name, it must serve as ID. I didn't have to show ID.

I am not 100% certain on this, but I am pretty sure I had to provide reasonable proof that I lived in the county to which I was trying to register.
