I know in my county, to register, you just have to show a utility bill to
prove that you live in the county and since the bill also has your name, it
must serve as ID.  I didn't have to show ID.

Due to moving, I have registered to vote in several different counties. I am
not 100% certain on this, but I am pretty sure I had to provide reasonable
proof that I lived in the county to which I was trying to register. Without
that, one could register to vote in any county they saw fit, no?
