Wouldn't a motorcycle rider be more likely to survive a serious crash...with
injuries...if he was wearing a helmet? Whereas, without a helmet, he's more
likely to die in the crash?

I guess my point is, NOT wearing a helmet might end up being cheaper in
terms of OR visits and extended medical care for injuries to survivors.

I don't think riders should be required to wear helmets, and I don't think
seat belts should be required either.
