"Massing" is correct in the context of troops. From
http://dictionary.reference.com/browse/massing?s=t, definition 4. "a
considerable assemblage, number, or quantity: a mass of errors; a mass
of troops."

"Amassing" (http://dictionary.reference.com/browse/amassing?s=t) would
be more correctly used in relation to wealth, or other "stuff."
