The Steam network was slammed when they released CS 1.6, and since the two came out at pretty much the same time, Steam got a bum rap. They eventually resorted to releasing the files through the normal method (web download) to relieve some of the load.
I haven't had any problems with it, though I've only played cs a couple of times since it came out.
