And I feel this is a major contribution to the failure of prisons. It is unclear whether they are punishment or rehabilitation so they fail at both. I've often wondered if maybe we need a two stage incarceration process. First one is sent to a institution for punishment, here you are allowed to do little other then ponder your crimes and maybe have access to appeal resources for innocents caught up in the system. Then one goes to a rehabilitation institution where one can learn new skills, ect. So that one can have a chance at a legitimate life after serving one's time.
