Prison is punishment these days. Period.
Supermax prisons are the best example of this. They make no effort to do
anything beyond locking down prisoners. Most people spend only 60
minutes outside their cells on any given day, if that.

I think a fundamental question is whether prison is for rehabilitation

punishment. What is considered pandering by the punishment side may be
seen
as a means of rehabilitation by the other side.
