As an FYI, when I was working at Knology, we has a trial doing this same thing in Panama City.  They designed (or rigged) some weatherproof enclosures and put them on the telephone poles, etc.  I could get Ricky Luke (the CTO) to contact one of you and let you know how he did it.  I believe that these boxes were powered by the plant, so power would not be a problem.  The boxes had cable modems built in them and plugged into taps on the pole too.   He might want to work with you guys on somthing... I'll let you know.

I run an inverter with psone 5 inch lcd modded and a way overpowered
computer with gps and a 200mw senao card : \ and have problems with the
inverter overloading due to voltage dropping too low coming from the
battery. I'm sure the problem will be solved when i get a less powerful
