I thought the break in hyperterm doesn't work in NT4 with Cisco Routers.
Try teraterm or a windoze 9x box.

To enable rommon mode try this - Break-F5  or   SHIFT-F5 or  Shift-6 Shift-4
Shift-b (^$B) .
