That's my general impression.  ISPs don't use non-IP protocols. 
(after all, we don't call them non-ISP's).  You won't see any token 
ring, you're fairly unlikely to see DDR, virtual private dial 
networks, etc.  There's a perception that breadth in irrelevant 
skills in CCIE take away from depth in IP routing. While ISPs are 
starting to deal with voice, voice, tunneled non-IP traffic, etc., 
tends to be treated as a separate application dealt with by groups 
other than the principal routing people.

Performance monitoring and capacity planning are very important, but 
again not dealt with at any serious level by Cisco 
education/certification.

Incidentally, Cisco does put out some excellent educational materials 
for ISPs, but this is done by Consulting Engineering rather than 
Worldwide Training.  Check the archives for URLs.  They do put on ISP 
workshops, especially outside North America.

While I hear such things might be coming, I've never seen or heard of 
any courseware or exams from Cisco that get into the real-world 
complexities of interprovider BGP, the interactions of BGP with IGPs 
in a scalable way, the appropriate use of sub-IP protocols including 
MPLS, etc.
