I gotta agree with Tim... You were OK until you mentioned a budget of &4,000

(1) Teltone TLS-4 "Phone Simulator" (for Dial back-up) with a couple of US
Robitics modems

With the rack & cables, I probably have between $10,000 & $12,000.  I still
have yet to buy the ATM interfaces or the ISDN simulator.
