I think fraud, corruption, and cheating are just  general problems in all
facets of society, the only real difference being how much.  From those who
cheat on their college entrance exams, to those who claim academic
credentials and work experience they do not have, to those who obtain
multiple fake 'identities' in order to scam the government out of multiple
welfare checks or who hide their identity in order to avoid paying taxes,
this kind of behavior is endemic in all societies.

As far as cheating on certs goes, we should not be surprised at the fact
that it happens. Rather, we should be surprised  that it doesn't happen more
often.  If you try to defraud the government, you can go to jail.  But if
you fake your way to a cert like the CCIE, what's going to happen to you?
Not much - you might lose your job, but it is fairly likely that if you had
told the company that you did not have the cert, you wouldn't have gotten
the job anyway.  So what exactly is the incentive to play it honestly?
