"Placement" in the ASF is a tough issue. I would say that, while trying to donate licenses to the ASF is always welcome, the marketing implications of it are up to the PRC and Board. This is my opinion, of course.
I think the problem here is that you spoke with a commercial, instead of a marketdroid. People in marketing should recognize the value, unless they thrive on clients ignorant about Open Source and projects like Eclipse. In this case, being associated with Apache would be like talking about the Emperor's new clothes, which we are doing here, BTW.
