actually, it is possible in a perfect information game like chess or go.

it's not possible if you know perfect strategy, but it's always
possible otherwise.

however, unless one or the other player is using randomness to help
generate their moves, there is no well-defined sense of probability.
but there can certainly be a well-defined sense of the number of wins
and losses, necessary for elo.
