The kernel-headers have been moved to build as part of glibc. There's no reason normal programs need the headers for the kernel, but they do need the headers for the c library for the kernel. Maybe after release, someone (Gwenole?) could explain this more eloquently, and also why the kernel-headers release number doesn't match the glibc release number?
