SUCCESS!
I tried one more time to re-start everything since fixing the year 
on my system clock (it was 8008, instead of 2008). I re-downloaded 
all the CB files, the Twilight Struggle gamebox, and the original 
gamefile - and it worked.

Dale, thank you very much for helping me through this problem. I'm 
sorry I didn't catch the system time problem earlier. I appreciate 
you sticking with me.
