The %{…} braces indicate using the sender's time zone. The default value of attribution contains %d which references the date_format variable. The "!" in the date_format variable says to use the C locale when writing the day-of-week and month abbreviations, rather than whatever your regular locale would call them. I'm using this: set date_format="!%a, %b %d, %Y at %H:%M:%S %z"
