Can't be said too strongly: this is critical to making the site
effective. Your draft brings good progress toward this goal.
However, I think this ultimately needs a complete separation of sites,
something like mozilla.com and mozilla.org. The audiences are too
different--almost anything for contributors will only distract the users.
As long as the two are on the same site, I would separate the content as
much as possible. The "front page" should be for users almost
exclusively. Make a separate page for contributors.
I'm sure you have time to completely re-organize the site today ;-)
Perhaps separation is not practical in the near future; I do hope it is
on the roadmap somewhere.
Some comments on this draft:
The icons are attractive but distracting, possibly because of their
size. Only the "Help" icon helps me find what I want; e.g., there are
two identical icons (the blue book) used for two entirely different
sections.
Likewise, there are three sections with nearly identical appearance
(red), yet distinct purposes. They should have distinct appearances. I
would de-emphasize the "Favorites" and "Latest Issues"--make them
uncolored or use the light blue scheme as on the left sidebar. Maybe
smaller text as well.
Change "Browse Resources" to simply "Resources" ("browse" is redundant:
it's what you do with a web browser.) Also the icon obscures part of
this heading.
Hmm, "Resources" is maybe not such a great heading either: it's too
generic. The list of things in there covers very different stuff (e.g.
templates). What's the difference between "Resources" and "Favorites"?
Sorry, I don't have a suggestion to address this right now.

Good idea. Is there a way to communicate that purpose in the section
heading? I had no idea why that was there until I read your explanation
here.
