Governments will sign a contract with Dell UK. Dell in itself is the one to deal with Canonical.com or Ubuntu.org but it really depends how the negotiations where handled and what is the legal requirements on each country.

Example, mexico for a while required the vendor to produce the machines in the country. That is one of the reason why Apple couldn't sell computers for a long time.
