I contacted Ancestris regarding their methodology for translation and
got following response (quoted below). It seems most of magic happens
in their Trancestris [1] tool. I don't know how this knowledge could
be used without them sharing the code and even if they are willing to
do so. Let me know your thoughts regarding the matter and if you think
the same methodology could be used for general Netbeans localization.

Thanks for your message. Happy to share because we are very please
with
Netbeans. Tis is a great IDE and great application platform.
Our translation methodology consists in the following elements:
- we animate a team of 15 volunteer translators who are native
speakers
in their own country.
- one language is usually taken care of by 1 person max. When more
than
one person is responsible for a language, it tends to create rework.
- translators use Ancestris for their own genealogy needs, hence
they
know what the sentences should mean on their screen
- they use a tool that we have developed called Trancestris
- this tool detects changes in the english bundle in the source code
and
highlights the "to be updated" sentences in their respective languages
- the tool includes changes in the netbeans localization files
because
we have made a copy of these bundle files in our branding folder.
- the tool sends me an email attachment with the updated bundles.
- I copy the bundles to the Ancestris source directory.
- I commit the bundles and thank the translator (there might be a
way to
automate these last 3 steps but on the other hand this allows me to
quickly check that I do
not commit erroneous files)
- we document the commits once a day in our updates trail
- I receive translations almost every day. It takes me less than a
minute per email to process it.

And found many languages supported, a long list, but when a different
language is chosen, everything changes to that language except... the
NetBeans Platform parts.
Probably they'd be interested in fixing that, together with you, the
idea would be to see how they translated everything else and then see
if we could somehow hook into that.

I've been meaning to for a long time to get in touch with them to
learn from them how they translate their tool (including the
NetBeans Platform,
somehow) to several different languages.
That could be your starting point, i.e., I recommend reinventing the
wheel from scratch because the repos you refer to above are
suboptimal even if they were alive.
