May I ask what your objective is? Is the time in the 997 somehow reflecting on the timeliness of your ASN? You're right, there's no time zone in the ISA or GS. If your translator is unaware of your system time zone then, unless the difference is always the same and you can edit your FA reconciliation process, I'd say you're going to have this gap. You could try asking your TP to change the time for you if you're feeling lucky.
You could also try resolving this in your ERP if you're feeding the FA information back to it.
