While it would seem that SOME logical explanation MUST exist, it is not due to 
other companies snagging IT talent – this ‘no contact’/use the Vendor Portal 
rule applies across all business segments
The bottom line is that Amazon works on small margins (lots of them but each 
one is small) and actually speaking to someone costs money.  Amazon’s business 
model is similar to Walmart’s but worse - ‘I am the 800 lb. gorilla and if you 
want to do business with me, you’ll contort your body in every way imaginable’ 
and of there is an issue of any kind, I’ll be sending you a bill and you can 
waste your time trying to dispute it (again via their ‘Vendor Portal’, 
countless attempts to get responses. And as much as I dislike working with 
them, I just bought something the other day so… - LOL

Fine.

My point is, simply, what kind of 'relationship" does one have with a "partner" 
that you don't have a contact name?

In a very common case - manufacturer/distributor selling to 
distributor/retailer, with the "we want EDI" coming from the
purchaser, surely the seller has the name of the individual buyer ... worst 
case scenario, that buyer (requester of EDI) gives you
the correct EDI contact info.
