I have definitely heard of some contesters doing that on SSB -
intentionally cranking up the drive level to the linear, hoping the
resulting splatter will clear out the channel.  I wouldn't be surprised
if some of the CW stations are doing it too.

Kind of like high-sticking in hockey.  Illegal but effective.
