I have a personal interest in control systems but very little time to 
actively assist in code development.

A formal development structure isn't really compatible with a group 
doing this because they want to.

There should be a development roadmap to guide the development.  The roadmap 
should be periodically reviewed.

It should aim to identify emerging technologies, opportunities and code 
depreciation.  If this exists, I haven't seen it.
