The Axiom is ISA.  I think there are some more modern I/O boards that
either use or emulate a number of 8255 I/O chips.  It's been a couple of
years, so I don't remember if the 5214 is like that or not.  If it is,
the 5214 driver might be usable with the newer boards.

Pretty much.  You load the driver(s) into HAL, and the I/O provided by
each board appears as HAL pins.  Then you connect those pins to EMC
using HAL commands to suit your needs.
