Yes, this jerking **IS** the problem, otherwise you are doing as well as 
the scale
resolution permits.

Ahhh, well, these belts need to be run VERY tight.  I believe I am 
running with about 50 Lbs
of strand tension on my Bridgeport with its very undersized 3/8" belts.  
Wider belts need even
more tension.  But, I don't think your problem really relates to the 
belts, due to that pic that
showed a sharp disturbance on two axes at the same moment.  I think that 
most likely is
some kind of electrical disturbance, but can't quite put my finger on it.
