What rule is highest in priority, and does it have "Do not apply other rules
which meet these criteria" checked at the bottom? In particular, for both
Rule 1 and Rule 2, do you have several criteria? And is the "Match" popup
set to "if ALL criteria are met" or "if ANY criteria are met"?

That's another issue. If you really think that's the case, use Office
Remover in the Value pack, remove Office (it won't touch your data) and
reinstall it and Office 10.1.2 update.
